Troubleshooting: What to Do if Your ZRA Tax Clearance Certificate Download Fails

For every Zambian business, the Tax Clearance Certificate (TCC) issued by the Zambia Revenue Authority (ZRA) is an essential compliance document. It confirms that your company or individual tax affairs are up to date, enabling you to tender for government contracts, renew licenses, and access financial or investment opportunities.

However, some taxpayers encounter a frustrating situation — the TCC fails to download even after ZRA approval. The error could appear as a blank page, a failed PDF download, or a broken link. If this sounds familiar, this guide will help you identify the cause and fix it quickly.

1. Check Your Internet Connection

A weak or unstable internet connection is one of the most common reasons for failed downloads. Before assuming that the ZRA system is at fault, test your internet speed or try opening another website to confirm stability. If the page takes long to load, switch to a stronger connection or restart your router before retrying.

It’s also advisable to avoid downloading large files or streaming while accessing the ZRA e-Services portal, as that may slow down or interrupt the download process.

2. Use a Compatible Browser

The ZRA e-Services system works best on modern browsers such as Google Chrome, Mozilla Firefox, or Microsoft Edge. Some older browsers or outdated versions may not support ZRA’s file download functionality properly.

If your certificate fails to download:

  • Clear your browser cache and cookies.

  • Restart your browser.

  • Try logging in again using a different browser.

  • Disable pop-up blockers temporarily, as the TCC opens in a new window.

This simple switch often solves the issue.

3. Verify That Your TCC Is Approved

Before you can download the certificate, it must be approved by ZRA. Many users attempt to download their TCCs while the application is still under review.

To confirm approval:

  • Log in to your ZRA e-Services account.

  • Go to the “Tax Clearance Certificate” section.

  • Check the status of your application.
    • Approved: You can download your TCC.

    • Pending: Wait for ZRA to process it.

    • Rejected: Review the comments and reapply after resolving the issues.

  • If your application is still pending or rejected, the download link will not work.

    4. Disable Pop-Up Blockers and PDF Viewers

    The ZRA system opens your TCC in a new browser tab or as a PDF file. If your browser has pop-up blockers enabled, it may silently prevent the certificate from opening.

    Here’s what to do:

    • Go to your browser settings and temporarily disable pop-up blocking.

    • Allow the ZRA website to open new windows.

    • If your computer uses an external PDF viewer like Adobe Acrobat Reader, ensure it’s updated.

    After adjusting these settings, try downloading the TCC again.

    5. Clear Browser Cache or Use Incognito Mode

    Sometimes, stored cookies or cached data interfere with how the ZRA site loads. This can cause download buttons to malfunction or redirect you incorrectly.

    To fix this:

    • Clear your browser history, cache, and cookies.

    • Alternatively, open a new incognito or private window and log in again to ZRA e-Services.

    • Reattempt the TCC download.

    This refreshes your connection and often resolves invisible technical glitches.

    6. Confirm Your TPIN and Account Details

    If you manage multiple businesses or tax accounts, make sure you’re logged into the correct ZRA profile. A mismatch between your TPIN and the registered business can result in failed downloads or missing certificates.

    To verify:

    • Check your TPIN on the ZRA dashboard.

    • Ensure it matches the TPIN used during TCC application.

    • Log out and back in if you are unsure which profile is active.

    If the wrong account is being accessed, your TCC may not appear in the system at all.

    7. Try Downloading During Off-Peak Hours

    The ZRA e-Services system can experience high traffic, especially towards month-end or during tax filing deadlines. This can slow down performance and cause download errors.

    Try logging in early in the morning or late in the evening when fewer users are online. This can increase the chances of a successful download without server interruptions.

    8. Check Your Device’s Storage or Security Settings

    If your download repeatedly fails even after clicking “Save,” your device might be blocking the file or running out of storage.

    To fix this:

    • Ensure your computer or phone has enough free space.

    • Temporarily disable strict antivirus settings that might be blocking the file.

    • Choose a simple file destination, such as your “Downloads” folder or desktop.

    Once the download completes, you can reopen or move the file to a secure business folder.

    9. Contact ZRA Support for Help

    If none of the above solutions work, the problem may be on ZRA’s side. The certificate might not have been correctly uploaded or linked to your profile.

    To resolve this, contact ZRA through these channels:

    • Visit your nearest ZRA office with your TPIN and application reference.

    • Call the ZRA Call Centre and explain the issue.

    • Email ZRA Customer Support including your TPIN, business name, and the exact error message you’re getting.

    ZRA support staff can verify your certificate status in the system and reissue or resend it if necessary.

    10. Reapply If Necessary

    If your TCC has expired or the system shows an incomplete record, it might be faster to submit a new TCC application through your ZRA e-Services account.

    When reapplying:

    • Make sure all your tax returns are filed.

    • Clear any outstanding liabilities.

    • Fill in the application form carefully.

    • Wait for approval and then download the new certificate.

    This guarantees that your TCC remains valid and accessible when needed.

    11. Best Practices to Avoid Future Download Problems

    Once you successfully download your TCC, keep it accessible by following these best practices:

    • Save both digital and printed copies.

    • Store the PDF in a dedicated folder for tax documents.

    • Email a backup copy to your accountant or company email.

    • Mark your calendar for renewal reminders before expiry.

    Being proactive will save you from last-minute panic and technical frustrations in the future.
