ZAMBIA TAX CONSULTANT FEES: 2026 GUIDE FOR BUSINESSES

A finance director in Lusaka may receive two tax proposals that look similar on the first page, then discover that one excludes payroll reconciliations, VAT corrections and annual income-tax work. The lower monthly figure can become the higher annual cost when a missed ZRA deadline creates remediation work.

Tax consultants in Zambia price their work around the records, taxes and deadlines they must manage. We see the clearest quotations when a business separates recurring compliance from annual tax advisory, tax clearance support and dispute work.

There is no regulator-published tariff that sets standard fees for tax consultants in Zambia as of 2 October 2026. ZRA administers taxes, but it does not prescribe what a private adviser must charge. A useful quotation therefore states the taxes covered, the filing frequency, the records the client will provide and the work that falls outside the monthly retainer.

What tax consultants charge for in Zambia

Most businesses pay through one of three arrangements: a monthly compliance retainer, a fixed project fee or an hourly or daily advisory engagement. The right model depends on how predictable the work is.

A monthly retainer usually covers recurring returns and routine support. It may include PAYE, withholding tax, VAT, turnover tax, payroll review, reminders and management reporting. It should identify each return by name because a general promise to handle “tax compliance” leaves too much room for disagreement.

Project pricing suits company income-tax returns, tax health checks, tax clearance applications, voluntary disclosures, objections and audit support. These assignments carry more uncertainty because the adviser may need to reconstruct records, explain historic transactions or respond to ZRA queries.

Specialised advisory merits its own scope and price. This includes structuring an investment, reviewing a proposed incentive, analysing cross-border payments or assessing tax exposure before an acquisition. ZDA confirmed in March 2026 that priority-sector investment thresholds include US$50,000 for 100% locally owned investments and US$1 million for foreign investors. A business considering those thresholds needs advice tied to its ownership, sector and capital plan, not a standard compliance package.

The fee drivers that matter most

Payroll headcount changes the work even where salaries stay stable. Each starter, leaver, bonus, allowance and employee loan can affect the PAYE schedule, and NAPSA contributions add a separate compliance stream.

VAT adds cost when invoice quality is weak. The consultant must often trace missing tax invoices, reconcile sales to bank deposits and explain variances before filing. A VAT return filed late attracts a penalty of K300 per day or 0.5% of tax due, whichever is greater, plus late-payment penalties and interest, effective 1 January 2026. That exposure explains why advisers price correction work separately from a clean monthly return.

The quality of bookkeeping also shapes fees. If the ledger, bank statement, invoices and payment evidence agree each month, an adviser can focus on review and filing. If records arrive as screenshots and incomplete spreadsheets, the engagement becomes bookkeeping recovery before it becomes tax compliance.

Industry matters. Standard company income tax is 30%, while agriculture is taxed at 10%, effective 1 January 2026. A good tax consultant needs to test the company’s activity and expense records before applying a rate, which affects the time required for annual income-tax work.

Monthly compliance: what should sit inside the quote

Monthly compliance creates the most consistent workload, so it should form the clearest part of a proposal. Ask for a schedule that shows every tax, due date, filing responsibility and approval point.

PAYE must be filed and remitted on Form ITF/P16 by the 10th of the following month. This deadline drives payroll fees because the adviser needs payroll data early enough to check it, prepare the return and obtain client approval before payment.

Withholding-tax returns and payments fall due by the 14th of the following month. Turnover-tax returns and payments also fall due by the 14th. These dates come from ZRA payment due-date guidance effective 1 January 2026, and they matter because a business with several monthly obligations needs a workflow that does not rely on one person remembering every deadline.

NAPSA requires formal-sector contributions of 10% of gross earnings, split equally between the employee and employer at 5% each. NAPSA also says an employer must register within one month of starting business or employing an eligible employee. We recommend pricing payroll and NAPSA administration separately from tax-only work, particularly for enterprises with regular staff movement.

Take an illustrative Lusaka retailer with 12 staff and a monthly payroll of US$40,000. Its owner asks for a single “PAYE price,” but the real scope includes reviewing payroll changes, preparing Form ITF/P16, checking the 5% employer NAPSA contribution and retaining proof of payment. If the business sends final payroll figures on the 9th, the adviser has almost no time to identify an error before the PAYE deadline on the 10th. We would recommend a monthly payroll compliance scope with a fixed data cut-off, rather than a low quote that assumes perfect records.

Turnover tax can reduce work, but only for eligible businesses

A qualifying turnover-tax business pays 5% on annual turnover above K30,000 and sits outside the regime once turnover exceeds K5,000,000, effective 1 January 2026. That can make the compliance process more straightforward for a qualifying small enterprise.

Do not assume turnover tax applies because turnover is modest. Consultancy and management-service businesses are excluded from turnover tax. If your enterprise provides management or consultancy services, do not build your tax budget around the 5% turnover-tax calculation. Your adviser must instead consider the ordinary income-tax position and the annual return work that follows.

From 1 January 2026, the overdue turnover-tax payment penalty reduced from 5% to 0.5% per month or part of a month under the Income Tax (Amendment) (No. 2) Act No. 17 of 2025. The lower penalty does not remove the need for timely filing and payment. It simply changes one part of the cost of delay.

Annual returns, tax clearance and governance work

A monthly retainer does not automatically include annual company income-tax returns. The annual computation often requires a fuller review of revenue, allowable expenses, fixed assets, related-party items and withholding-tax credits.

This distinction matters for consultancy businesses. Local consultant and management fees attract 15% withholding tax, and that withholding is not final tax. The consultant must include the income in its annual return and claim the tax withheld as a credit. Before signing an engagement letter, confirm whether the quoted professional fee is before or after 15% withholding tax, and identify who will prepare the withholding-tax documentation.

Take an illustrative engineering advisory firm that invoices K900,000 over a year to local clients. Its clients withhold 15% from qualifying consultant and management fees, so the firm receives less cash than the invoice total during the year. If the firm treats that 15% as its final tax, it may fail to prepare the annual computation and claim the credit correctly. We would scope the monthly withholding-tax reconciliation and annual income-tax return together, because separating them can create a gap in the tax record.

PACRA compliance also needs its own line in the quotation. PACRA annual returns are due within three months of the company’s financial year-end, while ZRA income-tax obligations follow a different process. Confusing the two is one of the most common governance mistakes in smaller enterprises.

A beneficial ownership or shareholder change requires Companies Form 20 within 14 days. PACRA Forms 21 and 22 are due within 30 days of the declaration and cost K266.67 each, effective 2 October 2026. These statutory charges do not replace an adviser’s professional fee for preparing records, reviewing resolutions or filing the required information.

How to compare tax consultant proposals

A proposal should make comparison possible. Ask each tax adviser to state what they will do every month, every year and only when a specific event occurs.

Questions to put to every adviser

Ask whether the monthly figure includes PAYE on Form ITF/P16, withholding tax, VAT where applicable, turnover tax where applicable, NAPSA support and management reporting. The answer should name the return and deadline, not simply say “all statutory filings.”

Ask what records you must provide and by what date. A consultant cannot prepare a reliable VAT or income-tax position without sales records, expense support, bank statements and payroll changes. The data timetable often determines whether the quoted fee remains valid.

Ask how the adviser prices corrections, ZRA audits, objections and historic cleanup. These tasks can consume more time than normal monthly compliance because they require document recovery and written explanations. Put the hourly rate, project fee basis or approval process in writing.

Ask whether VAT is added to the professional fee where applicable, and whether 15% withholding tax applies to the adviser’s invoice. The client and consultant should agree the treatment before payment, not during year-end reconciliation.

Ask whether the scope includes PACRA annual returns and beneficial ownership updates. Tax compliance and company secretarial compliance overlap in the client’s diary, but they remain separate obligations with separate deadlines.

When a lower fee costs more

A low retainer may suit a dormant company with no payroll, no VAT activity and clean records. It may not suit an operating business that issues daily invoices, employs staff and makes payments to local service providers.

If your turnover is below K5,000,000, do not assume turnover tax will lower your advisory bill until you confirm that your activity qualifies. Management and consultancy services do not qualify, so a low-price turnover-tax proposal for that business signals that the adviser may not have tested the facts.

Likewise, do not ask a payroll adviser to price only the monthly payment amount. The payroll process includes salary changes, statutory deductions, employee records, Form ITF/P16 and NAPSA contributions. A defined payroll compliance service protects the enterprise more effectively than an informal arrangement based on a spreadsheet sent at month-end.

We also advise clients to separate compliance work from strategic tax advisory. Recurring filings should have a predictable fee and a defined service calendar. Investment incentives, tax reviews, ZRA correspondence and transaction support need a separate scope because the risk and senior input differ.

Frequently Asked Questions

How much do tax consultants in Zambia charge in 2026?

There is no official ZRA or PACRA price list for private tax consultants as of 2 October 2026. Fees depend on the taxes involved, payroll headcount, transaction volume, bookkeeping quality, annual return work and any tax audit or advisory requirement.

Does a monthly tax fee include company income-tax returns?

Not always. Monthly fees commonly cover recurring returns, while the annual company income-tax computation and return require separate review of income, expenses and tax credits. Confirm this point in the engagement letter.

Are consultant fees subject to withholding tax in Zambia?

Local consultant and management fees attract 15% withholding tax, effective 1 January 2026. It is not final tax for the consultant, who must include the income in the annual return and claim the withholding as a credit.

Should payroll and NAPSA be included in a tax compliance quote?

They can be, but we recommend that the proposal shows them as defined services. PAYE is due on Form ITF/P16 by the 10th of the following month, and NAPSA contributions apply at 10% of gross earnings, split 5% employee and 5% employer.
