A finance manager has a supplier contract ready for signature, but the procurement team asks for a current Tax Clearance Certificate before it releases the purchase order. The company paid its last tax bill, yet the ZRA TaxOnline portal does not issue the document.
A ZRA tax clearance certificate depends on more than payment. ZRA checks whether the company has a TPIN, the right tax registrations, no outstanding liabilities and no missing returns. A small omission in one tax type can interrupt a tender, licence, export or foreign-currency remittance.
What a ZRA Tax Clearance Certificate Confirms
The Zambia Revenue Authority, ZRA, issues the general Electronic Tax Clearance Certificate, or E-TCC, through TaxOnline. It confirms compliance with tax obligations that the Commissioner-General administers.
Companies with a TPIN and the appropriate tax registrations can apply. ZRA automatically issues the general E-TCC only when its records show no outstanding liabilities and no missing returns. That distinction matters because a company can have paid one tax liability while still carrying an unfiled return or an incomplete registration elsewhere.
The general E-TCC remains valid for one year. ZRA can suspend or cancel it if the company later becomes non-compliant, so a certificate downloaded in January does not remove the need for disciplined monthly and annual tax compliance through December.
Since 1 January 2025, the Income Tax (Amendment) Act No. 22 of 2024 has given TCCs a wider statutory role. Companies may need one for supplies, licences and permits, property transfers, certain vehicle transactions, commercial exports and commercial-bank remittances above US$2,000.
The law includes limited transaction exemptions. Supplies at K200 or less per transaction, and agricultural products at K10,000 or less per transaction, fall outside those stated requirements. Do not apply those thresholds to a larger contract by splitting invoices, because the commercial facts and the relevant tax treatment need proper review.
Do not confuse a general E-TCC with a transaction-specific process
The general E-TCC does not automatically serve every transaction. Property transfer, motor-vehicle change of ownership and presumptive-tax processes may require different forms and supporting documents.
We advise management to identify the purpose before applying. If the company needs evidence for a supplier onboarding process, the general certificate may address the request. If it is selling land or transferring a vehicle, confirm the transaction-specific requirements with ZRA before relying on a downloaded general E-TCC.
How to Apply for a ZRA Tax Clearance Certificate Online
The application runs through the ZRA TaxOnline taxpayer portal. Keep the company TPIN and portal password available before starting, and ensure the person logging in has authority to act for the business.
Step 1: Sign in to TaxOnline
Sign in with the company TPIN and password. Use the company profile rather than an individual employee’s personal tax profile, because the E-TCC relates to the entity’s tax registrations and compliance record.

Step 2: Open the Compliance menu
After sign-in, select Compliance from the portal menu. This is the relevant section for the general E-TCC application, not the area used to submit an individual return or make a payment.

Step 3: Select Tax Clearance Certificate
Within Compliance, select Tax Clearance Certificate. Review the company details shown on screen before moving ahead. If the legal name or TPIN appears wrong, stop and correct the underlying record rather than applying against an incorrect profile.

Step 4: Select Apply
Select Apply to submit the request. ZRA’s process checks the company record for relevant registrations, returns and liabilities.
The portal may issue the certificate after a successful application. If it does not, treat that result as a compliance signal rather than a portal inconvenience. The next task is to identify the missing return, unpaid balance, incorrect declaration or registration gap.

Step 5: Download and retain the certificate
After a successful application, download the certificate from TaxOnline and retain it in the company compliance file. Save the document with its issue date and the contract, licence, export or banking purpose that prompted the request.
A working file helps a finance team answer a purchaser or bank quickly. It also creates a useful governance trail when directors ask why a compliance certificate was required for a specific transaction.
ZRA’s published guide does not state an application fee for the general E-TCC. We would not describe the certificate as free or paid without confirming the position directly with ZRA at the time of application.
Why ZRA Tax Clearance Certificate Applications Fail
The most common error is treating the TCC as proof of payment only. ZRA can decline to issue a general E-TCC where the company has outstanding tax, missing returns, incorrect declarations, late payment or no registration for a relevant tax type.
A second error is assuming a valid certificate will remain effective for its entire one-year period regardless of later conduct. ZRA may suspend or cancel it after later non-compliance. Finance teams should therefore include the TCC in their recurring compliance calendar, alongside return filing and payment reviews.
Take a retailer with twelve staff and a US$40,000 monthly payroll. The business pays the amount its team believes is due, then applies for a certificate before bidding for a supply contract. TaxOnline does not issue it because one relevant return remains outstanding, and the retailer loses two weeks while it reconstructs records and corrects the filing.
The direct cost may be modest compared with the contract, but the commercial cost can be significant if procurement closes before the certificate arrives. We would advise that retailer to review filing status before tender submission, not after a purchaser requests a TCC.
Consider a second illustrative case, an exporter preparing a commercial shipment and a US$25,000 bank remittance to an overseas supplier. The business relies on a PDF saved several months earlier and does not check whether later filing delays affected its status. Without a valid TCC for a qualifying commercial export or commercial-bank remittance above US$2,000, the company may face 15% Advance Income Tax.
That is US$3,750 on a US$25,000 remittance. The finance director should verify the current certificate before instructing the bank, then resolve any issue before the payment date rather than treating the old PDF as continuing evidence of compliance.
How to Fix a Rejected or Missing E-TCC
Start with the company record, not a second application. Reapplying without fixing the underlying issue normally produces the same result.
Use this recovery sequence
1. Identify outstanding returns. File every outstanding return correctly. A filed return gives ZRA the information it needs to assess the company’s position.
2. Review liabilities and payments. Pay or regularise outstanding liabilities. A payment that remains unmatched or a balance that remains open can prevent automatic issuance.
3. Check relevant tax registrations. Ensure the business has registered for all applicable tax types. The correct registration matters because ZRA assesses the company against the obligations that its activity creates.
4. Correct inaccurate declarations. Review returns where the declared figures do not reconcile with payroll, sales, customs or accounting records. An incorrect declaration can create a compliance issue even where the business intended to file on time.
5. Engage ZRA where a balance remains. ZRA directs taxpayers with remaining liabilities to engage the relevant officer at their local ZRA office and agree appropriate settlement arrangements. Keep a written record of the arrangement and the obligations that follow.
6. Reapply through TaxOnline. Return to Compliance, Tax Clearance Certificate, then Apply after resolving the issue. This gives the portal a current basis to assess the company record.
We recommend a short pre-application review across returns, payments, registrations and current commercial requirements. For a company with no planned procurement, export or bank remittance, a rushed application may add little value. For a business approaching a tender deadline or a remittance above US$2,000, that review becomes a practical risk-control step.
How to Verify a Supplier’s Tax Clearance Certificate
Do not accept a screenshot or an old PDF as sufficient proof. ZRA provides two verification routes: the QR code on the certificate and the TaxOnline third-party certificate-number verification process.
Ask the supplier for the certificate number and verify it before approving a significant payment or onboarding decision. This protects the buyer’s procurement process and reduces the risk of relying on a certificate that ZRA has suspended or cancelled.
If ZRA cancels a certificate, the holder must return it to the Commissioner-General within 30 days after service of the cancellation notice. That deadline reflects the importance of monitoring ongoing compliance rather than treating the certificate as a document to file and forget.
