A wholesaler has a taxpayer identification number and a bank transfer receipt. The owner assumes the business has taken care of VAT. When finance checks the ZIMRA account, it finds that the VAT return was never submitted. Each responsibility needs its own owner and evidence of completion.
Registration establishes what the business must report
ZIMRA directs businesses to apply for VAT as a tax type in TaRMS and issues a certificate upon registration. Assign someone to monitor whether changes in turnover or activities trigger a registration obligation. Have them confirm the tax type and effective date, keep the registration evidence and add the relevant obligations to the compliance calendar. ZIMRA VAT registration guidance
Filing records what the business declares
ZIMRA requires VAT returns to be completed and submitted on time through TaRMS. Assign a preparer to reconcile the return to the sales and purchase records and a reviewer to check it before submission. Keep the filed return and submission confirmation together so the team can distinguish a prepared return from a submitted one. ZIMRA guidance on VAT returns and payments
Payment settles what the business owes
Assign a payment owner to arrange funds, verify the taxpayer identification number and applicable currency, and retain the bank confirmation. Check the TaRMS taxpayer ledger to confirm that the payment was posted against the obligation. ZIMRA explains that a submitted return is needed for funds received to be recognised against the obligation in TaRMS. ZIMRA guidance on payment posting
Worked example from a wholesale business
The wholesaler’s finance team confirms that VAT registration is active and traces the bank transfer to the business’s taxpayer identification number. It then finds the reconciled VAT return saved as a draft. After review, the filing owner submits it and saves the confirmation. The payment owner checks whether the existing transfer has posted against the VAT obligation and investigates any remaining balance before arranging another payment.
