A supplier can have a certificate dated only six months ago and still fail a procurement check that morning. The reason is simple: the PDF may show a future expiry date, but ZRA can suspend or cancel it when the taxpayer falls out of compliance.

How Long Does a ZRA TCC Remain Valid?
A general electronic Tax Clearance Certificate from the Zambia Revenue Authority, ZRA, is valid for one year, as of September 2026. ZRA may suspend or cancel the certificate before that year ends if the taxpayer becomes non-compliant.
The date printed on the certificate remains the first date to check. Section 81B, as replaced by the Income Tax Amendment Act No. 22 of 2024, provides that a TCC remains valid for the period stated on that certificate. This matters because certificates issued for property transfers, presumptive tax and motor vehicles may carry a different validity period from the general electronic TCC.
Do not treat a one-year certificate as a one-year guarantee. A late return, unpaid balance or incorrect tax-type registration can change its status before the stated expiry date.
Check the live status, not only the PDF
ZRA provides two ways to check whether an existing certificate remains active:
1. Scan the QR code displayed on the certificate.
2. Enter the certificate number on the ZRA TaxOnline third-party TCC verification portal.
The result should show whether the certificate is active, expired, suspended or cancelled. This check protects a procurement team from accepting an old document that no longer meets a tender or supplier-onboarding requirement.
A business owner should make this check part of the contract file. A certificate that looked current when it was emailed can change status before the purchase order is approved.
There Is No Separate TCC Renewal Form
Businesses often describe the next application as a TCC renewal. In practice, ZRA does not identify a separate renewal form or renewal fee for a general electronic TCC.
Instead, apply for a current certificate before the existing one expires. Log in to ZRA TaxOnline with the business TPIN and password, then select Compliance, Tax Clearance Certificate, and Apply.
Where the taxpayer has filed all required returns, paid outstanding taxes and registered for the correct tax types, TaxOnline can generate a new downloadable certificate automatically. ZRA’s Taxpayer Charter states that it will issue a tax clearance within 48 hours of receiving an application, but that service standard does not override missing returns or unpaid liabilities.
The practical judgement call is clear. If your certificate expires within 30 days, do not wait for a tender request or a bank compliance review. Start with the compliance check, because the application itself takes little time only when the underlying account is already clean.
What to Check Before You Apply
A TCC application can only reflect the compliance information in ZRA’s records. Before applying, reconcile the following points against the TPIN account.
1. All applicable returns are filed
Confirm that each tax return required for the business has been submitted correctly and on time. Missing returns prevent the issue of a general electronic TCC because ZRA cannot confirm tax compliance where a filing obligation remains open.
Do not assume that a nil position removes the need to file. If the tax type appears on the TPIN profile and a return is due, ZRA expects the return before it can issue the certificate.
2. Tax liabilities are paid or addressed
Review the account for unpaid tax, interest or other liabilities. The 2025 rule under section 81B allows ZRA to issue a TCC where obligations have been fulfilled or where satisfactory arrangements have been made with the Commissioner-General.
That distinction matters for an enterprise with a genuine payment arrangement. Do not assume the arrangement will appear correctly without checking the account status before submitting the application.
3. The TPIN includes the right tax types
A business can file and pay what it knows about, yet still have an incorrect tax registration profile. ZRA requires taxpayers to register for their TPIN and the applicable tax types before it issues a general E-TCC.
This is the step many businesses skip after a change in operations. A company that adds staff, begins a new line of taxable activity or restructures its operations should review tax registration as part of its tax compliance advisory process.
4. PACRA annual returns are current
PACRA annual returns do not replace ZRA compliance, but they remain a separate governance obligation. Companies generally file annual returns within three months after the financial year-end, or within one month after an AGM held within three months after year-end.
PACRA may strike off a company for non-filing. Keep the PACRA calendar alongside the tax calendar, because a current TCC does not cure a company-law filing failure.
Two Practical Examples
Take a Lusaka engineering supplier with a TCC due to expire on 30 November. Its finance manager applies through TaxOnline on 25 November and finds one outstanding return linked to a tax type the business registered for two years earlier. The certificate does not generate automatically, and the company risks losing its place on a supplier panel worth about K400,000 a year.
The better approach would have been to run the TaxOnline compliance review 30 days before expiry. The application menu was not the problem. The open filing obligation was.
Take a retailer with twelve staff and a monthly payroll of about K40,000. The owner keeps a PDF of the TCC in the tender folder and assumes it remains usable until the printed date. During due diligence, the buyer scans the QR code and sees that the certificate is suspended after a compliance issue appears on the tax account.
The retailer can avoid that uncertainty by checking the QR status before sending the certificate to a customer or public body. Payroll administration, return filing and TCC status need one monthly control, not separate last-minute tasks.
TCC Requirements for ZDA and Other Transactions
The Income Tax Amendment Act No. 22 of 2024 confirms that TCCs apply to specified registrations, licences, permits and supplier transactions. The commercial effect is direct: a lapsed or inactive certificate can hold up an application that otherwise appears complete.
The Zambia Development Agency, ZDA, continues to require a ZRA TCC for its micro and small enterprise registration application as of September 2026. This is one reason founders should deal with tax registration and company registration early, rather than waiting until an investment, supplier or licensing application is ready for submission.
A ZRA TCC is not a PACRA clearance or a NAPSA clearance. Each institution manages its own compliance requirements, so a business should confirm the document list for the exact transaction rather than sending one certificate in place of another.
